Consumers and objectives

Consumer — the application or agent that requests context (support-agent, coding-agent). It names itself in every runtime request and appears in every trace. It is not authority. Configure: name, description, default objective, objective → Context Profile bindings, a budget ceiling (the effective limit is the lower of this and the profile budget), and rendering (Markdown sections or XML tags, provenance citations, preamble, a model-family hint). No model provider is needed.

Objective — what the consumer is trying to do (answer-customer, summarize-account), with instructions rendered for the agent. A request's explicit objective is resolved as EXPLICIT_PRODUCT_ACTION; when omitted, the consumer's default objective applies as COORDINATE_DEFAULT. Intent is never derived by a model. Objectives select the Context Profile and can scope layers (appliesTo.objectives).

Both appear in the top coordinate, the Mixer, tests, runtime requests and traces. Unknown consumers or objectives are rejected by the runtime (404, with a trace).
